为了进一步支持地方政府为贫困人口提供基本生活救助，最近，中央政府在2016年为贫困人口基本生活救助预拨849.8亿元的基础上，发放了524.75亿元的补助资金。截至目前，2016年中央预算安排的1374.55亿元贫困人口基本生活补助资金已经全部发放。其中，为完善城乡贫困人口救助支持体系，中央财政增加贫困人口救助支持补助资金90.12亿元。同时，根据《国务院关于印发财政资金统筹使用方案的通知》(国发〔2015〕35号)的有关要求和当前预算管理的有关规定，将中央财政用于困难群众基本生活补助的补助资金进行整合，补助资金分三个方向使用， 如救助金和临时救助金，将按要素法统一分配，地方政府将在补助资金总额内进行整体调整，以促进社会救助资金的整体使用，提高财政资金的使用效率
