为了落实中央政府的文化改革和发展战略规划，加大文化领域的供给方结构改革力度，财政部近日出台了2016年文化产业发展专项资金44.2亿元，支持944个项目。与往年相比，今年专项资金进行了重大改革，在“市场配置+重大项目”的双重推动下，实现了“三个第一”。首先，在理顺政府与市场关系的基础上，首次引入了市场化运作机制。投资15.6亿元，完善参股基金等股权投资模式，通过省级重点文化投资集团创新债务投资路径，扩大金融杠杆和乘数效应，提高资源配置效率。第二，围绕党中央、国务院的重大决策部署，首次取消一般性支持项目，其余28.6亿元全部投入重大项目，重点抓好媒体整合、文化创意、影视产业、实体书店等八个方面，努力提高对文化领域供给面改革的财政投入。三是与宣传文化部门统筹规划、联合实施，首次建立牵头部门责任制。中宣部、文化部、国家新闻出版广电总局和商务部负责重大项目的征集和评估。中央政府“退一步，站得更高”，突出顶层设计和政策规划，促进项目选择和资金配置的有机结合。
